A wilāyah (Arabic: ولاية) or vilâyet (in Persian and Ottoman Turkish) is an administrative division, usually translated as "province." The word derives from the Arabic root w-l-i, meaning "to govern": a wāli 'governor' governs a wilayah 'that which is governed'.
