A Regierungsbezirk's a type of administrative region in Germany, a subdivision of certain federal states (Bundesländer). It's loosely equivalent to a province in other countries. It's responsible (above) for the districts (Kreise), either Landkreise or urban districts: cities which constitute a district in their own right (kreisfreie Städte).
